NUM-CODEX / NUM-RDP: Pioneering Work for Digital Health Research

With the completion of the NUM-CODEX and NUM-RDP projects in June 2025, HiGHmed—together with partners from the Medical Informatics Initiative (MII) and the Network University Medicine (NUM)—has laid essential foundations for digital health research in Germany. The goal of the project was to make data from university hospitals usable for research and healthcare—securely, in a standardized way, and with long-term sustainability in mind.

During the COVID-19 pandemic, the CODEX platform was created in record time as a central data infrastructure that successfully connected all German university hospitals. For the first time nationwide, it demonstrated that health data could be technically aggregated and made available on a large scale.

The platform was based on internationally recognized standards (openEHR, FHIR) and on EHRbase—an open-source implementation of the openEHR standard that was introduced and continuously developed within the HiGHmed context. In addition to solutions for data storage, the project also developed methods for integrating the two globally established standards openEHR and FHIR, as well as user-oriented tools for selecting and visualizing relevant data. All solutions are fully compatible with the standards set by the Medical Informatics Initiative.

Through NUM-CODEX and NUM-RDP, HiGHmed not only demonstrated how modern interoperability solutions can be successfully implemented, but also built important bridges between existing systems. The experiences and technologies developed in these projects now serve as valuable building blocks for future national and European initiatives.

With this strong foundation, HiGHmed is well positioned to help shape the further development of digital health infrastructures in Germany—and to actively contribute to the realization of the European Health Data Space (EHDS).
